Phil Swan is the Director of Digital at Greater Manchester Combined Authority leading Greater Manchester’s ambition to be recognised as a world-leading digital city region, with an ongoing commitment to ‘doing digital differently’. Greater Manchester is one of the country's most successful city-regions, with a vision is to make GM one of the best places in the world to grow up, get on and grow old.

Phil's career includes ICT strategy and implementation work for Accenture, an MBA from Cambridge University, founding and exiting a SME, and leading the Tameside Council based public sector innovation partnership "iNetwork" over several years. This year, Phil was named in Computer Weekly’s 2021 Top 50 longlist of the most influential leaders in UK IT. Phil is an integral part of Greater Manchester’s digital ecosystem and has a genuine passion for the sector and the people it benefits, he goes above and beyond to deliver digital ambitions for the region and leads a large and complex team exceptionally well. Phil believes digital should be for people not profit and advocates for this throughout the ecosystem and beyond!
