Dr Kira Allmann is the Senior Digital Strategy Officer for Manchester City Council, where she helps to implement Manchester’s city-wide Digital Strategy, which aims to make Manchester a world-leading digital city through its four themes: people, place, economy, and sustainability. Kira brings a strong background in research on responsible, ethical, and community-led technology innovation and policy, and experience in strategic communications and public engagement. Prior to joining Manchester City Council, she was a researcher at the Ada Lovelace Institute (London) and a postdoctoral research fellow in media law and policy at the University of Oxford. She holds a B.A. from the College of William and Mary (USA) and an MPhil and a DPhil from the University of Oxford, which she completed on a Rhodes Scholarship.
